Thailand uses a parliamentary system similar to the UK. For an outright victory, the winner needs 50% +1. If they win by less than that they would need to form a coalition government with some of the minor parties. In that case, the ultimate winner could be either Pheu Thai or the Democrats - the first of the two main parties to form the coalition.
